How vendor declaration works

The five declared fields are the only part of an Evidence Passport that NakedSignal does not compute. They are asserted by the submitter and signed by a named person, and the passport renders them in their own panel, marked as claims, next to the panel of things that were measured. Keeping those two apart is the point of the document.

The file this produces goes to your downloads folder. Send it with your submission; it lands at plan_d/declarations/<model>.yaml and src/passport.py reads it at emit time.

The emitter refuses a half-filled declaration and exits non-zero, so the same rule runs here before the download unlocks. Half an attestation is worse than none: it reads as a complete claim with the inconvenient parts missing.
